BYLAWS
FAIRFIELD SENIORS GOLF ASSOCIATION

ARTICLE I - NAME
The name of this association shall be Fairfield Seniors Golf Association
ARTICLE II - AIMS AND OBJECTIVES
The aims and objectives of this association are to provide an organized program for League and Tournament golf matches throughout the golf season for Senior Golfers and to cooperate with other organizations to provide volunteer services for improving and beautifying the golf course.
ARTICLE III - MEMBERSHIP
Any person aged 60 and over interested in joining this organization is eligible for membership.
Any person aged 50 and over with physical handicap may apply for membership. Acceptance is subject to majority vote of the Board of Governors.
ARTICLE IV - BOARD OF GOVERNORS
The affairs of the Association shall be the concern of its membership, which in turn shall be governed by a duly elected Board of Governors. Said Board shall consist of fourteen members, four of whom include the duly elected President, Vice- President, Treasurer and
Secretary of the Association. The immediate past-President may serve as an Honorary Governor.
All officers and other Governors are expected to attend scheduled meetings. Absence from two such meetings without sufficient reason is cause to vote that position vacant by the Board.
Any eight Governors may vote to exclude a member of the Association if any action by such member is deemed by the Board to endanger the welfare, interest or character of the Association.
ARTICLE V - TERMS OF OFFICE
The President, Vice-President, Secretary and Treasurer will serve for a term of one year. Ten other elected Governors shall be elected to serve for two years on a staggered basis so that five Governors shall be elected each year.
Any Officer or other Governor may succeed himself at the end of his term if re-nominated and elected in accordance with Article VI of these By-laws.
ARTICLE VI - NOMINATIONS
The President, prior to the December General Meeting, will select a nominations committee. They will be responsible to select at least one nominee for each open office for the coming year, and present this slate at the scheduled membership meeting in December. The committee is authorized to ask for nominations from the floor after presenting its slate. If only one nominee is recommended for any office the committee is authorized to request the secretary to cast one vote to elect that nominee.
ARTICLE VII - ELECTIONS
Elections will take place annually at the scheduled membership meeting in December. A plurality vote shall elect. Elected officers will assume their duties directly after the election. Out-going officers are expected to maintain an orderly transition of that office.
ARTICLE VIII - DUTIES OF OFFICERS
THE PRESIDENT shall schedule meetings of Board of Governors and General Membership and shall preside at these meetings. He shall appoint Committee Chairmen to conduct duties assigned to the various committees. He shall be an ex-officio member of all committees with voting privileges withheld.
THE VICE-PRESIDENT shall assume all duties of the President in his absence and assist the President as requested.
THE SECRETARY shall keep minutes of all meetings of Board of Governors and General Membership. He shall read minutes at each meeting and shall maintain file of all minutes. He shall carry out all correspondence as required.
THE TREASURER shall receive and disburse all money of the Association. He shall establish and maintain a bank account. He is authorized to pay association obligations as required. He shall prepare a budget at the beginning of the year and shall make a financial report at each meeting.
COMMITTEE CHAIRMEN
THE HANDICAP CHAIRMAN shall:
1. Become familiar with USGA, CSGA and local rules
2. Publish “Rules of Play” incorporating all rules under which the Association operates
3. Insure handicaps are updated accurately and on a timely basis, utilizing the CSGA/USGA computer at H. Smith Richardson Golf Course.
4. Rule on any disputes involving handicaps or play
5. Be responsible for maintaining a computerized system for reporting weekly results
THE MEMBERSHIP CHAIRMAN shall:
1. Maintain list of all members’ names, addresses, and telephone numbers and distribute copy to all members.
2. Send out renewal membership applications each year.
3. Collect all membership fees and remit fees to Treasurer.
4. Solicit new members.
THE PUBLICITY CHAIRMAN shall publicize all Association news items, especially meeting dates and tournament results.
THE TOURNAMENT CHAIRMAN shall:
1. Select a leader for each tournament
2. Assist tournament leaders in preparing tournaments.
3. Insure that tournament prizes are awarded.
4. Advise Publicity Chairman of tournament winners so results can be publicized.
THE LEAGUE CHAIRMAN shall:
1. Schedule dates for League and Tournament play and obtain approval of these dates from Fairfield Golf commission.
2. Prepare League Format.
3. Establish Flights for both 9-hole and 18-hole Leagues according to handicaps.
4. Establish program for weekly and year end prizes for League golfers.
5. Distribute copies of League Format and Flight Assignment to all golfers at start of season.
THE ENTERTAINMENT CHAIRMAN shall make all arrangements for the Annual Banquet including selecting site for the banquet, advising members of the time and place of the banquet and arranging for raffle prizes and door prizes.
THE SUNSHINE CHAIRMAN shall:
1. Read obituary columns daily to observe if any member has expired.
2. Organize group to attend wake services or visit ill member.
3. Send sympathy or get-well card as appropriate.
THE LIAISON CHAIRMAN shall attend meetings of golf Commission and report pertinent matters at meeting of Board of Directors and General Membership.
ARTICLE IX - MEETINGS
1. General Membership Meetings will be held in March and December.
2. Board of Governors Meetings will be held as scheduled by the President or his alternate.
3. Special meetings may be called by the President or his alternate as required.
ARTICLE X - DUES
Annual Membership dues will be determined by the Board of Governors and are payable December through March. Dues money will be applied to cover the Association operating expenses and special contributions approved by the Association. It is anticipated that all members will join a flight and dues will be paid by April 1st.
ARTICLE XI - QUORUM
Twenty members in good standing will constitute a quorum for a General Membership Meeting. Eight members of the Board of Governors will constitute a quorum for Board meetings.
ARTICLE XII - AMENDMENTS
Amendments of the by-laws must be approved by a majority vote of the members at a General Membership Meeting.
